Job Description

LinTech Global is looking for a Capture Manager to support Federal Civilian Agencies working remotely.

Position Overview:
This position reports to the Vice President of Growth and supports the capture of federal agency contracts and task orders. We are seeking a resource that has a combination of experience across business development and capture management. The position is responsible for identifying the resources needed to pursue a business opportunity as well as: developing and executing the bid strategy, negotiating teaming, and assisting with proposal strategies and development. The position will manage capture activities from opportunity identification through to award, enabling the growth of sales across the federal defense and civilian agencies.

Your work will have deadlines and will require regular meaningful updates to the leadership team. Due to the nature of federal contracting, the team works evenings and weekends when needed. We keep busy and a capture manager will manage a pipeline of 20+ opportunities, at varying pipeline stages/maturity levels, spread across a 12-18 month period.


Job Duties:

  • Conduct market research and customer outreach for targeted federal agencies.
  • Meet with industry partners and government customers to identify opportunities and gather background information/operating environment/pain points/goals of the end state, understanding the competitive landscape, and more to ensure we build a competitive solution and team for customer RFPs.
  • Manage opportunities in the pipeline through all pre-RFP phases: Identified, Qualified, Capture
    • Work with "sleeves rolled up" to gather information and intelligence on an opportunity (e.g. performing research using a variety of tools, networking with customers/teaming partners/competitors/etc to gather more data, analyzing information, figuring out a bid strategy for us to win a contract, etc.)
    • Create artifacts like capture plans, documented win themes, data calls to potential teaming partners to gather information, etc.
    • Enter data into pipeline tracking system and keep it up to date.
    • Present pipeline updates to leadership no less than weekly.
    • Perform analysis of company qualifications to identify gaps, which require solutions or teaming partner inclusion.
    • Perform teaming partner negotiations.
    • Create win themes, proposal strengths and identify discriminators for proposal preparation.
  • Support opportunities through all post-RFP activities through to bid submission by working in alignment with the proposal team to develop winning bids and ensure that the team is focused on content development.
    • Provides inputs to proposals including executive summaries, management content, technical reviews, etc.
    • Works in partnership with proposal managers to ensure the success of a bid.
    • Works collaboratively with other members of the proposal team (e.g. proposal manager, proposal writer, proposal pricing) to make sure that the eventual proposal submitted represents the best bid strategy, price, and technical solution we can offer to the government customer.
    • Reviews all elements of a proposal response multiple times to provide feedback to the proposal writers.
    • Participates in proposal pricing reviews and discussions.

Job Requirements:
  • Bachelor's degree in business, engineering, or a related field.
  • 3 years of experience in business development / capture role. Experience with federal capture planning for IT contracts, including building and refining fully informed Capture Plans.
  • 7-10 years of experience in federal agency Information Technology RFPs and contract technical delivery.
  • Verifiable track record of small business set aside federal task order awards in the last 5 years within any of the following IT services technical domains: system development and engineering, system integration, enterprise IT support, cybersecurity, network operations, help/service desk support, program management, financial management, data management, or related IT services domain.
  • Strong network of industry partners and government customers.
  • Keen and willing to search for solutions.
  • Strong attention to detail.
  • Strong ability to work within a team to boost team morale and to manage communications to be an effective member of a remote team.
  • Willingness to work outside of normal business hours when needed for an RFP pursuit.
  • Strong ability to work within a schedule and meet milestones.
  • Ability to draft executive summaries and management volume content.
  • Ability to provide regular meaningful updates across assigned pipeline.
  • Willingness to engage with incumbent personnel currently or previously supporting task orders associated to pipeline assignments.
  • Ability to pursue competitive and sole source task order awards.

Required Qualifications:
  • Strong understanding of IT methodologies (e.g. ITIL, Agile, DevSecOps)
  • Possesses technical skills to understand government requirements, solution needs and how to articulate an award-winning proposal.
  • Strong experience with government acquisition portals and RFP tools such as sam.gov, GovWin, GovTribe, eBUY, eGOS, FPDS, and more.
  • Understanding of relevant federal acquisition regulations.
